Senior Executive Service Appointments and ReassignmentOct 26, 2009 (Defense Department Documents and Publications/ContentWorks via COMTEX) -- IMMEDIATE RELEASE - No. 830-09 October 23, 2009 Senior Executive Service Appointments and Reassignment Appointments Brian Detter has been appointed to the Senior Executive Service and is assigned as deputy assistant secretary of the Navy (Expeditionary Warfare), OASN (RD&A). Detter previously served as the president for Detter & Associates, LLC. Roger Natsuharas has been appointed to the Senior Executive Service and is assigned as principal deputy assistant secretary of the Navy (Installation & Environment), OASN (I&E). Natsuharas previously served as director, real property facilities & logistics office, National Oceanic & Atmospheric Dennis Taitano has been appointed to the Senior Executive Service and is assigned as deputy assistant secretary of the Navy for financial operations, OASN (FM&C). Taitano previously served as acting associate administrator for operations and management, SES position with USDA Farm Service Agency. Mark Roberts has been appointed to the Senior Executive Service and is assigned as assistant for missile production, assembly & operations, Strategic Systems Programs (SSP). Roberts previously serve as supervisor, general engineer, SSP. Thomas Irwin has been appointed to the Senior Executive Service and is assigned as enterprise business director for U.S. Joint Forces Command, Norfolk, Va. Irwin previously served as director MAGTF command and control, weapons, & sensors department & integration product group, Marine Corps Systems Command. John Hill has been appointed to the Senior Executive Service and is assigned as branch head, reentry systems branch for SSP. Hill previously served as engineer, chief engineer for submarine launched ballistic missile reentry systems, NAVSEA. Frances Sullivan has been appointed to the Senior Executive Service and is assigned as assistant deputy commandant, installations and logistics (E-Business & Contracts), HQ, U.S. Marine Corps. Sullivan served previously as director, acquisition & procurement officer, SES position with Washington Headquarters Services. Reassignments Jill Loftus has been assigned as the director, sexual assault prevention and response. Loftus previously served as the deputy naval inspector general for NAVIG. Charles Cook has been assigned as assistant deputy commandant for programs and resources, USMC, Quantico, Va. Cook previously served as the assistant deputy commandant for p&r (resources) and director of the fiscal division, USMC. Mark Kistler has been assigned as executive director, ship design and engineering directorate, NAVSEA. Kistler previously was director for ship survivability and structural integrity (SEA-05P) for NAVSEA. Edward Cochrane has been assigned as associate director, office of budget/fiscal management division for OASN (FM&C). Cochrane previously was director of the investment and development division for OASN (FM&C). Thomas Tesch has been assigned as principal deputy (dusn business operations and transformation), Office of the Under Secretary of the Navy. Tesch previously served as director, office of program appraisal, Office of the Secretary of the Navy. Kevin Cooley has been assigned as assistant deputy chief management officer. Cooley previously served as director of information technology governance and information resource management for Chief Naval Operations (N6). Steffanie Easter has been assigned as assistant deputy chief of naval operations (manpower and personnel) with the Office of Chief of Naval Operations (N1). Easter previously served as assistant commander for acquisition processes and execution for NAVAIR, Patuxent, Md. Richard Sweeney has been assigned as executive director of the office of special projects for NAVSUP. Sweeney previously was assistant deputy commandant, installations and logistics (e-business & contracting), USMC. James Smerchansky has been assigned as deputy commander, command, control, communications, computer, intelligence, surveillance & reconnaissance, Marine Corps Systems Command. Smerchansky previously was director for above water sensors directorate, OASN (RD&A), Program Executive Officers-Integrated Warfare Systems. Robert Cali has been assigned as principal deputy assistant secretary of the Navy (M&RA), OASN (M&RA). Cali previously was assistant general counsel (M&RA), OASN (M&RA).
