Nepal, China to enforce anti-wildlife trade deal

Feb 24, 2012 (The Kathmandu Post - McClatchy-Tribune Information Services via COMTEX) -- KATHMANDU (THE KATHMANDU POST/ANN) -- The visiting Chinese team led by Minister of State for Forestry Administration Jia Zhibang has stressed effective implementation of the bilateral transboundary agreement to curb illegal wildlife trade and conserve biodiversity.

During a meeting with the officials of the Ministry of Forest and Soil Conservation (MoFSC) and conservation partners including WWF-Nepal, the Chinese delegation discussed 13 concepts ranging from green economic corridor, green infrastructure and urban forestry to technology transfer, said a participant of the meeting.

Signed in June 2010 between the governments of China and Nepal, the agreement has not been effectively implemented, said the officials. Three meetings have been held since the signing of the deal aimed to conserve the flora and fauna and work towards controlling illegal wildlife trade.

The Chinese team is on a four-day visit, which is particularly focused on environment and biodiversity conservation. The Chinese team along with the Nepali officials will visit several conservation sites and protected areas.

Diwakar Chapagain, the coordinator of the Wildlife Trade Monitoring, WWF-Nepal, said the Chinese government has in principle agreed to take part in the South Asia Wildlife Enforcement Network, a mechanism set up for the development of regional programmes through networking, sharing and effective dissemination of knowledge and information.

"They have decided to join the network as an observer. It is a positive move to enhance regional cooperation to curb illegal trade of wildlife and their parts in the region," he said.

Chapagain said that the Forest Ministry plans to sign a similar transboundary agreement also with India this year. Nepal is considered a transit hub for the illegal wildlife trade via India to China.

Both governments are scheduled to make public a joint statement on the issues of bilateral and regional cooperation discussed in the meeting on Friday. The Chinese side is likely to announce technical and financial support to some conservation programmes in Nepal.
