Liberal doctor's billing will be audited for 3 years

LIBERAL, Nov 07, 2009 (The Hutchinson News - McClatchy-Tribune Information Services via COMTEX) -- Dr. Sharon Mitchell, practicing internal medicine for about eight years in Liberal, will have future medical billings audited under a Kansas State Board of Healing Arts disciplinary action.

The board recently approved a consent order spelling out a three-year disciplinary action that involves probation, monitoring and education.

Mitchell waived her right to a hearing and the opportunity to present a defense.

The consent order described how the Board of Healing Arts received complaints alleging billing and coding irregularities from the Kansas Medical Assistance Program and the Kansas Insurance Department. In an investigation, the Kansas Medical Assistance Program asked Mitchell to supply the medical records for 10 beneficiaries, but she did not furnish records to support the claims.

"I'm really sorry," said Mitchell, by phone, Friday.

She said she had not personally handled the billings, and "didn't have a clue that was going on." The order requires Mitchell to complete a continuing education course for billing and coding. An independent audit reviewer will supply a monthly report to the Board of Healing Arts, with Mitchell paying the cost of the audit work.

Dr. Terry Webb, a Hutchinson chiropractor, was designated by the Board of Healing Arts to review and approve or disapprove any proposed educational course, and to approve or disapprove a third party to audit Mitchell's billings.

After three years, Mitchell can request modification or termination of the consent order's provisions.
