Apr 02, 2009 -- Clean Energy Fuels Corp. (NASDAQ: CLNE) announced strong support for the New Alternative Transportation to Give Americans Solutions (NAT GAS) Act introduced in Congress on Wednesday.
Seeking to accelerate the production and use of natural gas-fueled vehicles, the bi-partisan-sponsored legislation would greatly enhance alternative fuel tax credits for natural gas used as a vehicle fuel, for the purchase of natural gas-fueled vehicles, and for the installation of natural gas vehicle refueling properties. The bill would also encourage OEMs to produce dedicated natural gas and bi-fuel natural gas vehicles, and require federal government use of natural gas vehicles in a portion of its fleets.
"Worldwide, natural gas vehicle use is expanding dramatically. Natural gas vehicle solutions are no longer in the proof of concept stage, but rather are being rapidly adopted by many countries seeking to reduce petroleum use and improve the environment," said Andrew J. April 02, 2009 -- Hughes Network Systems, LLC (NASDAQ: HUGH), the world's leading provider of broadband satellite networks and services today announced an agreement to develop and implement software that will power the satellite capability in SkyTerra's and TerreStar Network's next-generation integrated device chipsets. This software will enable the GMR1-3G satellite air interface standard to run side-by-side with cellular standards in a commercially available, software-defined radio (SDR) chipset being developed for SkyTerra and TerreStar Networks by Infineon Technologies AG.
With the software being developed by Hughes, a single SDR chip solution can be readily programmed to operate on a variety of cellular standards such as GSM, GPRS, EDGE, WCDMA, HSDPA, and HSUPA, while also providing satellite connectivity via the global GMR1-3G standard. This can revolutionize the cost, power, and size of satellite-enabled wireless handheld devices. SkyTerra and TerreStar both are developing landmark integrated satellite-terrestrial communications networks and services.

Apr 02, 2009 -- In its recently released European Power and Carbon Outlook 2009-2030 (European Outlook), ICF International (NASDAQ: ICFI), a global leader in energy and environmental analysis, projects a sevenfold increase in the price of carbon dioxide (CO2) allowances by 2020, as compared to February 2009 levels, if the European Union (EU) is to meet its goal of reducing emissions by 30 percent between 1990 and 2020.
European Outlook examines the interrelated dynamics of the European power and carbon markets in light of the EU energy and climate legislative package voted in December 2008 and the current economic crisis. It is designed to help utilities, industrials, financial institutions, and other market participants make strategic operational and investment decisions based on long-term carbon and power market views. The study provides a comprehensive, integrated view of EU carbon prices, emissions, and sources of abatement. It also captures wholesale electricity prices, build mix, future capacity, and generation by region, between 2009 and 2030.
Reaching the ambitious target of procuring 20 percent of the EU's energy from renewable sources by 2020 will require investment in higher cost renewable energy, as well as investment in supporting energy infrastructure in order to move the energy to market. ICF's analysis shows that if the renewables target is missed, a portion of the costs of meeting CO2 targets will shift from renewable subsidies to electricity prices. Indeed, meeting 2020 targets will require substantial investments in gas-fired capacity, and later in carbon capture and storage. The cost of these investments, once factored into electricity prices, will cause them to double between 2010 and 2020.

Apr 01, 2009 -- Universal Detection Technology (OTCBB: UNDT), a developer of early-warning monitoring technologies to protect people from bioterrorism and other infectious health threats and provider of counter-terrorism consulting and training services, announced today that its BSM-2000 autonomous airborne bacterial spore monitor can offer significant cost savings when compared to the Biohazard Detection System (BDS) currently installed at United States Postal Service (USPS). The findings are also confirmed by a report by the Government Accountability Office (GAO).
The USPS lost $2.8 billion last year and is looking at much larger losses this year. There have been also been reports of consolidation of operations at postal processing centers where canceling machines have been removed and most processing services have been moved to neighboring facilities. The most significant cost savings from the consolidation would be from eliminating the cartridges of the BDS which the postal service uses to scan for biohazards like anthrax. However, this will leave employees of the primary postal facility potentially exposed to contaminated mail with postal employees never knowing until maybe too late that they had just shipped a lethal cargo.
UNDT's BSM-2000 system is an autonomous airborne detector of bacterial spores. The system samples the ambient air and can notify a first responder of elevated levels of bacterial spores which is a typical signature of an airborne anthrax attack.
A GAO report concluded: "The BSM-2000 could be used as a front-end 'trigger' in a mail-processing environment to set off a BDS that would confirm if the detected bacteria are harmful. While we did not conduct a detailed cost analysis, it seems cheaper to let the BSM-2000 constantly monitor the air than having a BDS sample every hour. A BDS would only be run if the BSM-2000 detected bacteria."
"The BSM-2000 is the perfect front-end system to detecting an anthrax attack," said Mr. Jacques Tizabi, UNDT's Chief Executive Officer. "Our System can save the postal service millions of dollars by reducing the cost of consumables required for the BDS," he added.
