Pro-Fujimori coalition advances in Peru congressional election+

(Japan Economic Newswire Via Thomson Dialog NewsEdge)LIMA, April 10_(Kyodo) _ A coalition loyal to former President Alberto Fujimori has won around 15 out of the 120 seats at stake in Sunday's Peruvian congressional election, called simultaneously with the country's presidential election, returns compiled by the Apoyo research agency showed Monday.

The pro-Fujimori coalition, the Alliance for the Future, advanced from its pre-election strength of three and is certain to become the fourth-largest party in the single-chamber legislature, Congreso.

The former president's daughter, Keiko Sofia Fujimori, 30, who ran in the Lima constituency on the coalition's ticket, has secured a seat. She once served as Peru's unofficial first lady in the latter years of her father's 10-year rule after her parents' divorce.

She had gained support from 23 percent of eligible voters in the Lima constituency, easily topping the 7 percent for the runner-up candidate, according to a pre-election poll.

Analysts say the pro-Fujimori party apparently gained ground thanks to appeals to voters by Keiko, who is popular among Peruvian people, and Fujimori's wife Satomi Kataoka, who drew attention for marrying the former president last Thursday.

In the presidential race, former army commander Ollanta Humala from the Union pore le Peru party has taken an early lead, official returns showed.

With 52.7 percent of votes counted, Ollanta has won 27.8 percent of the votes, against 26.3 percent for Lourdes Flores, leader of the National Unity party, and 25.6 percent for former President Alan Garcia, leader of the American Popular Revolutionary Alliance party.

Pro-Fujimori presidential candidate Martha Chavez, a former president of Congreso, won 6.4 percent of the votes.

A run-off presidential election is expected to take place as early as May as no candidate is certain to win an overall majority.

In the congressional election also, no single party has gained a majority in the congress, the Apoyo agency said.

Humala's Union pore le Peru party has won 43 seats to become the No. 1 party, but fell short of a majority.

Former President Fujimori, 67, is currently in detention in Chile, where he was arrested last Nov. 7 after arriving from Tokyo. He stands accused of numerous human-rights violations, and several criminal cases are pending against him in Peru.

Fujimori, born in Peru to Japanese immigrants, had been living in self-imposed exile in Japan since November 2000 after fleeing a corruption scandal that toppled his decade-long regime. He denies the charges against him.

Fujimori, who also holds Japanese citizenship, traveled to Chile last November.

Despite repeated requests from Peru and an Interpol notice for Fujimori's arrest, Japan refused to hand him over, citing his Japanese citizenship and the fact that the two countries have no extradition treaty.

On Jan. 14, Peru's national election commission banned Fujimori from running in the presidential election, citing a congressional order that bars him from public office until February 2011.

The ban was imposed on the basis of criminal charges against Fujimori, including embezzlement of public funds, paying his spy chief Vladimiro Montesinos $15 million, and authorizing a death squad to murder 25 people.
